The Biden administration on March 10 designated two alleged affiliates of the Islamic State, in the Democratic Republic of Congo and Mozambique, as "Foreign Terrorist Organizations." The State Department named as FTOs the Allied Democratic Forces (ADF) in DR Congo and Ansar al-Sunna in Mozambique. The Department also designated the respective leaders of those organizations, Seka Musa Baluku and Abu Yasir Hassan, as "Specially Designated Terrorists." The designations freeze all US property and assets in the names of these groups and leaders, and prohibit US citizens from doing business with them. Additionally, the Department stated that "it is a crime to knowingly provide material support or resources" to the groups, or "to attempt or conspire to do so."

At least 29 were killed, including women and children, when gunmen attacked a church at Debos Kebele, a village in Horo Guduru zone of Ethiopia's Oromia regional state on March 5. Local residents were gathered in the church to celebrate the start of the two-month Lent fast by followers of the Ethiopian Orthodox Tewahdo rite. The massacre was the bloodiest in a wave of attacks on residents of the Amhara ethnicity in the region over the past months.  The National Movement of Amhara (NaMA) blames the attacks on the rebel Oromo Liberation Army (OLA), but also accuses the central government of complicity. NaMA said that at rallies in support of Prime Minister Abiy Ahmed in the region, Amhara are stigmatized and referred to by the pejorative "neftegna"—meaning "rifleman" or "musketeer," a reference to armed settlers in Oromia under the Amhara-dominated Abyssinian monarchy.

More than 260 organizations issued an open letter to banks and financial institutions involved in the construction of the East African Crude Oil Pipeline (EACOP), which would carry oil from fields in western Uganda to a port on the northern coast of Tanzania. The human rights and environmental organizations say the line's construction poses "unacceptable" risks to communities in the immediate 1,445-kilometer (898-mile) path of the project and beyond. They are calling on banks not to fund the $3.5 billion project, and asking government leaders to shift funding away from infrastructure for fossil fuels to renewable energy.

In a report published Feb. 19, the UN Commission on Human Rights in South Sudan found that over two years after the signing of a peace agreement officially ending a seven-year civil war, the country is still experiencing extreme levels of violence. South Sudan gained independence from Sudan in 2011 after decades of armed struggle. But civil war erupted in the new nation in December 2013 following President Salva Kiir's dismissal of then-Vice President Riek Machar—respectively belonging to the largest rival ethnic groups, the Dinka and the Nuer. The war ended in 2020, after claiming over 400,000 lives.

The Supreme Court of the United Kingdom on Feb. 12 allowed a case filed by 42,335 Nigerian claimants against Shell Oil and a Nigerian subsidiary to proceed in the UK courts. The claimants first sued Shell and its subsidiary in 2015 over leaks from pipelines in the Niger Delta that resulted in the destruction of farmland, the death of fish stocks, and poisoned drinking water. They argued that the oil spills occurred due to the negligence of the subsidiary company responsible for operating the pipelines. They charged that Shell's parent company owed them a "common law duty of care," since it exercised significant control over the operations of the Nigerian subsidiary.

The International Criminal Court (ICC) handed down convictions Feb. 4 in the case of Dominic Ongwen, a former brigade commander of the Ugandan rebel group Lord's Resistance Army (LRA), on 70 counts of war crimes and crimes against humanity committed from July 2002 to December 2005. In a 1,077-page judgment, the ICC found Ongwen guilty of ordering attacks against civilians, including murder, attempted murder, torture, enslavement, outrages upon personal dignity, pillaging, destruction of property, and persecution. These were committed successively on four camps for Internally Displaced Persons (IDPs) set up by the government in northern Uganda, where the LRA was active for four decades.

Angolan security forces killed more than 10 people on Jan. 30 as they protested over living conditions in the diamond-rich town of Cafunfo, in northeastern Lunda Norte province. The demonstration was organized by the Lunda-Tchokwé Protectorate Movement, part of its push for autonomy for a region whose diamond wealth has long lined the pockets of senior ruling party and military figures. The group denied allegations by the security forces that the protesters were armed secessionists who had attempted to break into the police station.

Just weeks after the UN Security Council voted unanimously to terminate the mandate of the joint UN-African Union peacekeeping mission (UNAMID) in Darfur, a new outbreak of violence in the region has left hundreds dead and injured. At least 159 people died–including three aid workers–and tens of thousands were displaced following militia attacks on camps for those already displaced in West Darfur's El Geneina in January. Dozens more lost their lives in South Darfur amid clashes between Arab Rizeigat and Fallata groups. During more than 13 years on the ground, UNAMID has often been criticized for failing to protect people. But many Dafuris protested against its withdrawal and have little faith in the Sudanese government, even with the old regime out the door. Addressing the new violence, Jonas Horner, a Sudan analyst with the International Crisis Group, said the new administration had "comprehensively failed its first real test of maintaining security."
