Estonia recognizes Crimean Tatar deportation as genocide
The Estonian parliament, the Riigikogu, on Oct. 16 officially recognized the mass deportation of the Crimean Tatars by the Soviet Union in 1944 as an act of genocide. The statement passed in the 101-seat body with 83 votes in favor and eight abstentions. The decision comes at a time of renewed focus on Russia's ongoing policies in Crimea, which the Riigikogu linked to Soviet-era atrocities. The statement
Russia suppressing Ukrainian language in occupied areas: report
Human Rights Watch (HRW) on June 18 said that Russian authorities have violated human rights obligations by suppressing the Ukrainian language and injecting propaganda into educational curricula in occupied Ukrainian territories. Changes to the school curriculum include an array of disinformation aimed at justifying Russia's invasion and portraying Ukraine as a "neo-Nazi state." According to HRW, Russian authorities have also introduced military training in school, mirroring the resurgence of youth-military training in Russia, and have required secondary schools to send lists of all students aged 18 and up for conscription into the Russian military. International law prohibits the forced enlistment of an occupied population into the occupier's military.
Mysterious drone strikes on Transnistria
The Russian Foreign Ministry has called for an investigation into a drone strike in Moldova's breakaway Transnistria region, condemning the attack as "yet another provocation" in the enclave. The "kamikaze" strike targeted a Transnistrian defense ministry installation April 5, resulting in damage to a radar station. The targeted facility lies six kilometers from the border of Ukraine. Russian Foreign Ministry spokesperson Maria Zakharova charged the attack was "aimed at aggravating the already tense situation around Transnistria." She stated that Russia expect "a thorough investigation into all the circumstances of what happened," adding: "We trust that those behind this reckless action will fully realize its dangerous consequence."
Crimea: 10 years of illegal occupation
Amnesty International states in a report issued March 18 that during 10 years of illegal occupation, Russia has attempted to reshape the demography of the Crimean Peninsula. It has also suppressed Ukrainian and Crimean Tatar identities through "restrictions on education, religion, media, representative institutions, [the] judicial system, and cultural celebrations."
ICJ issues mixed ruling in Ukraine case against Russia
The International Court of Justice (ICJ) found Jan. 31 that Russia failed to investigate Ukrainian claims that Russian nationals finance terrorism in Ukraine, in violation of its obligations under Article 9 of the International Convention for the Suppression of the Financing of Terrorism (ICSFT). The ruling's press release states that the ICJ otherwise rejected requests by Ukraine for a plethora of provisional measures. Ukraine had requested the ICJ declare Russia in violation of both the ICSFT and the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD), seeking a court order demanding Russia comply with its obligations under these conventions. Ukraine also requested that the ICJ order Russia to prosecute certain officials, such as the Minister of Defense Sergei Shoigu, and further requested reparations for civilian shelling.
Russia prolongs detention of Tatar-language journalist
A district court in Kazan, capital of the Russian republic of Tatarstan, on Dec. 1 extended the detention of Alsu Kurmasheva, a journalist holding joint Russian and United States citizenship. Kurmasheva faces allegations of failing to comply with Russia's stringent "foreign agent" registration law. The decision, extending her pre-trial detention through early February, was made without actually setting a trial date.

Kenya-led intervention force approved for Haiti
The UN Security Council voted Oct. 2 to approve a multi-national armed force led by Kenya to combat the violent gangs that have made Haiti ungovernable—marking the first time in nearly 20 years that foreign forces are to be deployed to the Caribbean nation. The resolution authorizes the Multinational Security Support mission to deploy for one year, with a review after nine months.
