Indigenous protesters clash with police in Brasilia
Thousands of indigenous protesters clashed with police outside the congress building in Brasilia during an April 26 demonstration over territorial and land rights in the Brazilian Amazon. Police fired rubber bullets and tear-gas when some protesters tried to reach a ramp leading into the National Congress. Indigenous demonstrators in face-paint and traditional head-dresses shot arrows at police in return. The demonstration was called to oppose measures being pushed by the powerful agribusiness bloc in Brazil's Congress, the Bancada Ruralista, that would threaten indigenous lands in the Amazon. Topping the list is Proposed Constitutional Amendment 215, or PEC 215, that would shift responsibility on demarcating indigenous lands from the executive to Congress, where the powerful farm lobby holds sway.
Syria: Russia and Assad dropping Rojava Kurds?
Recent comments by the Assad regime's ambassador to Russia, Riyad Haddad, appear to indicate that Damascus and Moscow are preparing to cut loose the Rojava Kurds, who they have heretofore been attempting to cultivate as proxies. At issue, predictably, is the Kurdish demand for regional autonomy and a federal solution for Syria. "The Kurds are an integral part of the Syrian people, they have the same rights and obligations as the rest of the Syrian people," Haddad said in comments before the Russian Federation Council, quoted by Kremlin state media outlet Sputnik. "I would like to stress that many Kurds are actually strongly opposing any form of division, either a federation, or cantons, or other forms. That is why we keep on saying that Syria is capable and ready to settle the crisis alone, without interference from the outside." Of course the invocation of non-interference is hilariously ironic in light of massive Russian military intervention in Syria. And the "many Kurds" who supposedly oppose autonomy are conveninently left unnamed.
ETA still wants independent Basque Country
Separatist group Basque Homeland & Liberty (ETA) said in an April 16 communique that it has not abandoned its goal of an independent Basque state along the French-Spanish border despite giving up its arms. The statement published in the Basque newspaper Gara said disarmament "wasn't going to be a bargaining chip, but rather a way to show the intransigence of the [Spanish and French] states and to further the independence movement." It added that the separatist group has entered a phase in which it would take "decisions from among all its members for moving forward." The statement comes two weeks after ETA gave French authorities a list of eight arms caches at locations in the Pyrenees, said to represent the last of the group's weapons. A citizen International Verification Commission served as a liaison between ETA and the authorities.
Hawks fear anarchist haven in Syria
We aren't sure whether to be more alarmed or amused. Kyle Orton, an analyst with the ultra-hawkish Henry Jackson Society, has a piece entitled "The West's Inconsistent Approach to Foreign Fighters in Syria," warning that the Kurdish forces the US is backing are in an alliance with anarchists and elements of the Turkish and European armed left. It is bascally regurgitating Turkey's cynical propaganda game of conflating the secular-democratic Kurdish forces and ISIS as equally "terrorist." It portrays the Kurdish-led People's Protection Units (YPG) as merely an extension of the PKK guerilla movement in Turkey, and waxes paranoid about the leftist volunteers that have come to the Rojava region join them, now apparently organized in an umbrella called the International Revolutionary People's Guerrilla Forces (IRPGF, with its own Twitter account, Facebook page, YouTube video, and manifesto on the anarchist website CrimethInc).
Control of oil, water at issue in Burma peace talks
Seven of Burma's hold-out ethnic rebel armies formed a new committee this week to prepare collective talks with the government in anticipation of the next round of peace negotiations. Participating groups in what is now being called the "Northern Alliance" were the Kachin Independence Organization/Kachin Independence Army (KIO/KIA), Arakan Army (AA), Myanmar National Democratic Alliance Army (MNDAA), Ta'ang National Liberation Army (TNLA), Shan State Progress Party/Shan State Army (SSPP/SSA), National Democratic Alliance Army-Eastern Shan State (NDAA-ESS), and the United Wa State Army (UWSA). The meeting was held in Pangkham, administrative capital of the UWSA-controlled territory. After eight other northern ethnic armies have signed peace deals in recent years, these groups remain officialy at war with the Tatmadaw, the government's armed forces.
Alania re-emerges from history, Georgia pist
Russian state propaganda outlet Sputnik is crowing about the referendum results in Georgia's separatist enclave of South Ossetia, which has just voted to change its name to "Alania"—technically, the hybrid name of "Republic of South Ossetia—State of Alania." As Civil Georgia website explains, the political logic here is that it is a move toward union with the adjoining Russian province of North Ossetia-Alania. Pravda openly boasts in a headline: "South Ossetia wants to join Russia like Crimea." Kyiv Post informs us that Ukraine is not recognizing the "pseudo-elections in South Ossetia." NATO is also rejecting the "illegitimate elections and referendum in Georgia’s occupied territories." The US State Department likewise issued a statement condemnining the "illegitimate elections and referenda in Georgia's occupied territories." So it is pretty clear how the autonomist aspirations of the Ossetians (however legitimate) have been successfully exploited in the Great Game.
Syria: carnage and betrayal in Raqqa endgame
At least 33 people were killed in an air-strike on a school sheltering displaced residents outside the ISIS-held city of Raqqa, in northern Syria, according to monitoring activists on the ground. The behind-lines anti-ISIS monitoring group Raqqa is Being Slaughtered Silently, which has heroically reported on realities under Islamic State rule in the city, said the school at the village of al-Mansoura was sheltering some 50 families when it was levelled by air-strikes earlier this week. The raid is believed to have been carried out by US warplanes. "The massacres committed by [the] US-led coalition in Raqqa is unacceptable," the group said in a statement. "The international community must intervene to stop this." (The Independent)
Pirates or protesters in Somalia sea stand-off?
The March 13 seizure of an oil tanker en route from Djibouti to Mogadishu—the first such incident since 2012—enflamed global fears of a resurgence of piracy off the coast of Somalia. But the tanker and its Sri Lankan crew were released without ransom or any other conditions March 16—hours after brief a gun battle between the captors and the marine force of Somalia's autonomous region of Puntland, followed by intensive negotiations brokered by local clan elders. International media reports referred to the captors as "pirates," whereas local media in Somalia called them "fishermen." In an interview with Puntland's Radio Garowe via phone to the fishing village of Alula, one hijacker said: "We are fishermen in Alula town, our livelihood destroyed by the illegal trawlers and chemical waste dumping. We were fishing and then we saw the vessel spilling waste in the sea, which reached our coast... We are not pirates as reported by the media. We are protecting our territorial waters from the international ships dumping the toxic and chemical wastes on our coast."
