Mexico border change leaves locals 'stateless'
The Oaxaca state congress voted April 12 to modify the border with neighboring Chiapas state, complying with a March 2022 order from Mexico's Supreme Court of Justice (SCJN). A 162,000-hectare territory of montane forest known as the Chimalapas is ostensibly to be returned to Zoque indigenous communities of Oaxaca, who have protested to demand that the state comply with the SCJN ruling. The decision came as the result of a decades-long campaign by the Zoque communities of San Miguel and Santa María Chimalapa. These municipalities filed a case with the SCJN in 2012, arguing that their rightful lands had been invaded by ranchers and loggers from Chiapas with approval of that state's government. However, the border change also impacts several campesino communities that have since settled in the area from the Chiapas side. These were incorporated as the municipality of Belisario Domínguez by the Chiapas government in 2011. Mexico's National Electoral Institute (INE) has stopped issuing credentials to the 20,000 residents of Belisario Domínguez until it is determined whether they are legally citizens of Oaxaca or Chiapas.
Yemen peace talks point to long road ahead
A first round of official peace talks between Saudi Arabia and the Houthi rebels concluded April 14 in Yemen's capital, Sana'a, followed by the (long-delayed, and painstakingly negotiated) release of 880 prisoners from both sides of the country's eight-year war. It's not the first time that Saudi Arabia, which leads a coalition backing Yemen's internationally recognized government, has spoken directly with the rebels. But some see new momentum in this effort to end the war, particularly given the recent rapprochement between Saudi Arabia and Iran, which has close ties to the Houthis. Still, getting a truce back in place (the last one expired in October) and sorting out the various sides' grievances will not be easy—especially as not all the groups vying for power in Yemen are represented at the talks: The government is notably absent, as are the powerful separatists of the Southern Transitional Council.
Ghana's northern borderlands militarized
The government of Ghana is rushing hundreds of army troops to the northern town of Bawku, where a long-simmering conflict between two ethnic groups over control of the local traditional chieftaincy has exploded into open warfare. The fighting began in December, when members of the Mamprugu people installed a "parallel" chief, refusing to recognize the incumbent chief from the Kusasi ethnicity. Since then, some 30 local residents have been slain—many civilians killed in ethnically targeted attacks.
Vatican rejects 'Doctrine of Discovery'
The Vatican on March 30 announced a formal rejection of a 15th century theory known as the "Doctrine of Discovery." In a statement, the Church said it "repudiates those concepts that fail to recognize the inherent rights of indigenous peoples." The Doctrine of Discovery arose from several Vatican documents, or papal bulls. Key amongst them was the Inter Caetera, issued by Pope Alexander VI in 1493. The document effectively granted Spain the right to claim and spread Christianity to newly "discovered" areas unoccupied by Christians.
Moldova drops 'Moldovan' language; Russia irked
The parliament of Moldova on March 17 voted to remove references to the "Moldovan" language from the country's constitution and enshrine Romanian as the official language for all legislation. Lawmakers asserted that "Moldovan" is actually indistinguishable from Romanian, and that the notion that it is a separate language is a product of Soviet propaganda. The vote was applauded by Romania, whose foreign minister Bogdan Aurescu stated that the Moldovan language is an "artificial construct."
Oil contracts at issue in Somaliland conflict?
Fighting continues in Somalia's northern breakaway state of Somaliland, where three eastern administrative regions—Sool, Sanaag, and Aynaba—have taken up arms in a bid to rejoin the internationally recognized Mogadishu government. Somaliland accuses the neighboring autonomous region of Puntland and the government of Ethiopia (which is officially attempting to broker a dialogue in the conflict) of intervening on the side of the re-integrationist rebels, who are headquartered in the town of Las Anod, Sool region. Somaliland has been effectively independent since 1991, and has seen a more stable and secular social order than the regions controlled by the Mogadishu government.
Clashes over contested Somaliland regions
More than 200 people have died in three weeks of fighting around a disputed town in Somalia's northern breakaway region of Somaliland. Médecins Sans Frontières said March 1 a hospital it supports in Las Anod was hit for the fourth time in "indiscriminate" shelling that has depopulated the town. The medical charity described the situation as "desperate"; more than 95,000 refugees have reportedly fled into neighboring Ethiopia after three weeks of clashes. Local militias around Las Anod are fighting to pull three administrative regions–Sool, Sanaag, and Cayn–away from Somaliland, with the aim of rejoining Somalia. Meanwhile, Puntland, a semi-autonomous region of Somalia that is also in a territorial dispute with neighboring Somaliland, has sent in troops to support the militias. Somaliland has claimed that the jihadist group al-Shabab is also fighting in Las Anod–an allegation denied by Puntland. Somali leaders in Mogadishu have called on Somaliland to allow the three administrative regions to decide their own futures. The international community has called on all sides to abide by an earlier announced ceasefire.
Algeria: mass death sentence targets Kabylia activists
Amnesty International on Jan. 9 condemned the death sentences of 54 individuals linked by Algerian prosecutors to the lynching of activist Djamel Ben Ismail amid wildfires in the Kabylie region in August 2021. Amnesty alleged that numerous fair trial violations occurred during the mass proceedings in November 2022. Amnesty also raised alarm about claims of torture, and prosecution of individuals due to their political affiliations.
