UN sees possible crimes against humanity in Gaza
The UN Human Rights Council released the Report of the Independent International Commission of Inquiry on the Protests in the Occupied Palestinian Territory on Feb. 28, finding potential crimes against humanity committed by Israel. The report focuses on the period from May 30 to December 31, 2018, when the Gaza protest campaign known as the "Great March of Return and the Breaking of the Siege" was taking place. During the seven months studied, 6,106 unarmed protesters were shot by military snipers, resulting in 189 Palestinian deaths. "[B]ullet fragmentation, rubber-coated metal bullets or...hits from tear gas canisters" injured an additional 3,098 Palestinians. The UN Independent Commission of Inquiry found 35 of the fatalities were children, three were clearly marked paramedics, and two were clearly marked journalists. Four Israeli soldiers were injured at protest sites, and one soldier was killed outside of the protest sites.
Palestinians reject Warsaw Conference
The secretary general of the Palestinian Liberation Organization executive committee, Saeb Erekat, issued a statement rejecting the US-led conference that opens today in Warsaw, ostensibly aimed at brokering Middle East peace. Said Erekat: "Today we face a reality whereby the US Trump administration, in cooperation with the Polish government, is pushing yet a new initiative to annihilate the Palestinian national project." (Ma'an) The meeting was first announced last month by Secretary of State Mike Pompeo after his anti-Iran speech in Cairo, and is widely perceived as an effort to rally world powers behind Washington's drive against Tehran. Trump son-in-law Jared Kushner is to be among the speakers. Poland has been making some efforts to resist turning the conference into a propagandistic anti-Iran meeting, underscoring its commitment to the nuclear deal that the US has now disavowed. But as Warsaw's former ambassador to Afghanistan Piotr Lukasiewicz told Al Jazeera: "[Poland] has lost control over the general message of the conference to the US, Israel and Saudi Arabia." The notable absentees from the summit are meanwhile convening their own meeting in the Russian ski resort of Sochi. The rival summit is bringing together Vladimir Putin, Turkey's Recep Tayyip Erdogan and Iran's Hassan Rouhani, officiallty to discuss the situation in Syria and the pending withdrawal of US troops there. 500-plus West Bank demolitions in 2018: report
Israel demolished 538 Palestinian homes and facilities across the occupied West Bank and Jerusalem in 2018, leaving 1,300 Palestinians, including 225 children, homeless, according to a year-end report by the Abdullah Al-Hurani Centre, an affiliate of the Palestine Liberation Organization (PLO). The report stressed that these demolitions were carried out in violation of the Fourth Geneva Convention and other international norms. It charged that Israel "continues its policy of ethnic cleansing against the Palestinians in the occupied West Bank and Jerusalem," pointing out that, in addition to the demolitions, Israel issued 460 "stop-building orders" during the same period.
Palestine challenges US embassy move at Hague
The State of Palestine asserted in an application (PDF) submitted to the International Court of Justice (ICJ) on Sept. 28 that the recent relocation of the US embassy from Tel Aviv to Jerusalem constitutes a breach of international diplomatic law. In support of its claim, Palestine directed the ICJ to multiple UN General Assembly and Security Council resolutions affirming the special international regime that applies to Jerusalem and calling on member states to refrain from recognizing Jerusalem as Israeli territory. Palestine argued that establishment of an embassy to Israel in Jerusalem violates provisions of the Vienna Convention on Diplomatic Relations (PDF) governing activities in the "receiving state."
US to reject Palestinian right of return
The Trump administration is to announce a suspension of funding to the United Nations Relief and Work Agency for Palestinian refugees (UNRWA)—and rejection of the right of return for Palestinian refugees. According to Hebrew-language news outlets, the US administration is expected to announce its new policy early September, recognizing the existence of only half a million Palestinian refugees, out of the total of 5.3 million estimated by UNRWA. The US administration intends to form a plan that rejects the United Nations designation under which millions of descendants of the original refugees are also considered refugees. Sources reported that the administration's new policy would "essentially cancel the right of return."
Arabs, Druze protest Israel nation-state law
Tens of thousands of marched in Tel Aviv Aug. 11 to protest Israel's new "nation-state law," which officially establishes Israel as "the national home of the Jewish people" and downgrades the Arabic language from official to "special" standing. The march, led by Palestinian Arab citizens of Israel, follows a similar mobilization in Tel Aviv one week earlier by members of Israel's Druze community. Both rallies filled the city's Rabin Square. Under the banner "Abolish Nation-State Law–Yes to Equality," the Arab-led march was organized by the Association for Civil Rights in Israel with the Israel Association for Ethiopian Jews, Peace Now, the New Israel Fund, the Mossawa Advocacy Center for Arab Citizens in Israel, and other groups. In a joint statement, participating organizations said the Nationality Law "will turn racism, discrimination, humiliation and segregation into an inseparable part of our lives.... Our statement is clear: All citizens—all of them—are equal."
UN General Assembly denounces Gaza repression
The UN General Assembly June 13 adopted a resolution calling for greater protection for the Palestinian people following weeks of the "Great March of Return" protests on the eastern borders of the Gaza Strip. The resolution also denounces any use of "excessive, disproportionate and indiscriminate" force by Israeli forces against Palestinians, particularly in the Gaza Strip. The Algerian-sponsored resolution was adopted by a vote of 120 in favor, eight against, with 45 abstentions. The Permanent Observer of the State of Palestine to the UN, Riyad Mansour, said prior to voting, that "our decision to approach to the Assembly was prompted by the Security Council's failure to act due to the veto cast on 1 June by a permanent member."* Palestinian President Mahmoud Abbas said that the vote is "a victory for Palestinian rights, justice and international law."
UN rights council to investigate Gaza repression
The UN Human Rights Council passed a resolution on May 18 to send an independent commission of inquiry to investigate "all violations of international humanitarian law and international human rights law in the context of large-scale civilian protests in the occupied Palestinian territory." The Council "condemned the disproportionate and indiscriminate use of force by the Israeli occupying forces against Palestinian civilians, including in the context of peaceful protests, particularly in the Gaza Strip, and called for an immediate cessation of all attacks, incitement and violence against civilians throughout the occupied Palestinian territory, including East Jerusalem."
