The Parliamentary Assembly of the Council of Europe voted [10] June 26 to reinstate the Russian delegation despite criticism over human rights abuses. Russia's voting rights had been stripped in 2014 in response to Moscow's annexation of Crimea. The reinstatement vote was taken after Russia threatened to leave the Council of Europe [11] altogether, which would mean exiting jurisdiction of the European Court of Human Rights [12]. The Russian delegation was readmitted by a vote [13] of 116-62. The Ukrainian delegation walked out in protest after the vote. A dissident bloc of 30 members attempted to challenge [14] Russia's restoration, and succeeded in having the readmission include amendments calling on Moscow to address certain specific rights abuses. Some critics suggest Russia was readmitted due to the pinch the lack of Russian money was placing on the Council's budget. The readmission came along with passage of a new budget based on renewed Russian financial commitments. (Jurist [15])
The move comes as Russia is escalating its crackdown on opposition, dissent and even religious practice by the Crimea's Tatar people. A Russian court last week sentenced [8] five Crimean Tatars to a total of 68 years in prison simply for being members of Hizb ut-Tahrir [16], an Islamist revival organization that was (and remains) legal in Ukraine, and has carried out no attacks in Crimea either before of since Russian annexation. They were nonetheless convicted of membership in a "terrorist" organization. (Human Rights in Ukraine [17])
Russian authorities have also announced plans for a "rehabilitation center [16]" in Crimea for Tatars thought to be in the sway of the organization.
